*CERTIFICATION (Management Level) – DOCUMENTARY REQUIREMENTS

  1. Accomplished Master Certification Form
  2. Theoretical Examination Result
  3. Practical Assessment (Note: A candidate who already passed the Management Level Course – D theoretical examination under MARINA as Chief shall be EXEMPTED from this requirement)
  4. GOC Examination (under NTC)
  5. Assessment of competence in Basic Training
  6. Assessment of competence in Proficiency in Survival Craft and Rescue Boat other than Fast Rescue Boat
  7. Assessment of competence in Advance Fire fighting
  8. Assessment of competence in Medical First Aid
  9. Assessment of competence in Medical Care
  10. Proof of successful completion of the approved ECDIS simulator training or its alternative.
  11. Proof of successful completion of the approved MLCD or its approved alternatives.
  12. Approved seagoing service on ships of 500 GRT which is not beyond 5 years ago.
  • Class I – Not less than 36 months as OIC – NW (whether combined with CM or not) on ships of 3000 GRT or more; or not less than 24 months as OIC – NW and CM combined, if not less than 12 months of such has been served as CM on ships of 3000 GRT or more.
  • Class II – Not less than 36 months as OIC – NW (whether combined with CM or not) on ships of 500 GRT or more; or not less than 24 months as OIC – NW and CM combined, if not less than 12 months of such has been served as CM on ships of 500 GRT or more.
  1. Valid Medical Certificate, which shall not be more than 2 years from the date of issuance, from DOH-Accredited Clinic/Hospital with QSS in place, in accordance with Regulation I/9 of the STCW Convention;

  1. Valid Medical Certificate, which shall not be more than 2 years from the date of issuance, from DOH-Accredited Clinic/Hospital with QSS in place, in accordance with Regulation I/9 of the STCW Convention;

  1. Accomplished OIC-NW Licensure Examination Form;
  2. Birth certifcate showing that the candidate is not less than 18 years of age (NSO authenticated);
  3. Approved seagoing service on ships of 500gt or more of:
  • not less than 12 months as part of an approved education and training program, as Deck Cadet, Deck Apprentice, or otherwise as a trainee for certification as OIC-NW; or
  • not less than 36 months in the deck department;
  1. Approved Training Record Boook (TRB) as proof of onboard training that meets the requirements of Section A-II/1 of the STCW Code, if in compliance with 2.1;
  2. Daily Journal of Bridge Watchkeeping Duties (DJBWD), as proof of bridge watchkeeping duties under the supervision of the master or a qualified officer for a period of not less 180 days, or its alternative, as outlined in STCW Circular 2014-02;
  3. Valid Medical Certificate, which shall not be more than 2 years from the date of issuance, from DOH-accredited clinic/hospital with QSS in place, in accordance with Regulation I/9 of the STCW Convention;
  4. Transcript of records with S.O. Number, from an accredited MHEI, as proof of succesful completion of the approved education and training program that meets the standard of competence specificied in Section A-II/1 of the STCW Code, or as otherwise approved by the Administration; and
  5. Valid NBI Clearance

  2. Theoretical Examination Result (Note: A candidate who already passed the Management Level Course – Engine theoretical examination under MARINA as Second Engineer shall be EXEMPTED from this requirement)

  5. Assessment of competence in Proficiency in Survival Craft and Rescue Boat other than fast rescue boat
  6. Assessment of competence in Advance Fire fighting
  7. Assessment of competence in Medical First Aid
  8. Proof of successful completion of approved MLCE, or its approved alternatives
  9. Approved seagoing service on ships of 750 kW which is not beyond 5 years ago.
  • Class I – Not less than 36 months as OIC – EW on ships of 3000 kW propulsion power or more; or not less than 24 months as OIC-EW and 2E combined, if not less than 12 of such has been served as 2E on ships of 3000 kW propulsion power or more.
  • Class II – Not less than 24 months as OIC – EW and 2E combined, of which not less than 12 months shall be served while holding valid COC as 2E on ships of 750 kW not exceeding 3000 kW; or not less than 60 months as OIC – EW and 2E combined on ships between 100 kW and 750 kw propulsion power, of which holding valid COC as 2E on ships of 750 kw propulsion power not exceeding 3000 kW. None, while holding valid COC as 2E on ships pf 3000 kW propulsion or more.

  9. Approved seagoing service on ships of 750 kW propulsion power or more:
  • not less than 12 as OIC – EW on ships of 750 kW propulsion power or more; OR
  • Not less than 12 month as OIC – EW or assistant engineer officer (any officer position lower than 2nd Engineer) on ships of 750 kW propulsion power or more; or 36 months as OIC – EW or assistant engineer officer on ships between 100 kW and 750 kW propulsion power.

  • not less than 36 months in the engineering department;
  1. Valid Medical Certificate, which shall not be more than 2 years from the date of issuance, from DOH-accredited clinic/hospital with QSS in place, in accordance with Regulation I/9 of the STCW Convention;
  1. Transcript of Records with S.O. Number, from an accredited MHEI, as proof of successful completion of the approved education and training program that meets the standard of competence specified in Section A-II/1 of the STCW Code, or as otherwise approved by the Administration.
