Garcia, president of SM Shopping Center Management Corporation. A seaman’s book could now be issued in an hour or less, from the time the application is approved and payment is made, unlike during the past years, that took days or even weeks. The new system has also eliminated fixing and other forms of graft and corruption that has marred the name of MARINA for many years.
