Submission of hard copies of TCROA is required for issuance/revalidation of COP for those trainings taken on and before September 2019. TCROA for trainings taken after this date should be encoded and transmitted in the MISMO system by the Training Centers and need not be presented. Reference: STCW Advisory No. 2019-06

Updating – is an approved and structured training program to ensure knowledge of seafarers regarding changes on national and international regulations relative to SOLAS security ad protection to marine environment and any update/revision on the standard of competence concerned. Refresher – is an approved and structured training program to ensure that the seafarer maintained the required standard of competence at intervals of 5 years in accordance with the Convention. Reference: STCW Circular No. 2014-06
Based on the MARINA Advisory No. 2021-49, there’s no need to take the refresher course if a seafarer has completed a total of at least twelve (12) months of sea service within the last 5 years and an Attestation or any document from the Ship’s Captain / Ship Owners / Manning Agencies that said onboard training and other practical trainings were undertaken by the seafarer in order for him/her to revalidate his COP. However, if the seafarer failed to comply with said requirements, a seafarer shall undergo the Refresher Course.
For the revalidation of the COPs for BT, AFF, SCRB and FRB, one of the mandatory minimum requirements is the approved seagoing service for a period of at least 12 months within the last 5 years OR 3 months within the last 6 months from the date of revalidation. However, if the applicant has no approved seagoing service, he/she shall be required to undergo practical assessment along with the submission of complete documentary requirements. Requirements to upgrade MARINA license/ upgrade level/ capacity of COC could be referred to Memorandum Circulars Nos. SC-2021-03 and 2021-06 Reference: MARINA Advisory No. 2021-55, Memorandum Circular No. SC-2021-03 to SC-2021-06
Applicants who are holders of PRC License can now update/upgrade their documents and have their COCs issued pursuant to MARINA Advisory No. 2021-42
Replacement of the lost/damaged certificates can be applied through MISMO system. An affidavit of lost (notarized) shall be uploaded as a requirement for the application. Reference: Memorandum Circular Nos. SC-2021-03 to SC-2021-06

Immediate family members like; wife, mother, father, brother, sister, and son/daughter of the applicant upon approval by the head of office could claim the certificates on his/her behalf but shall have to submit the required authorization letter.
Under MARINA MC No. SC-2021-07, late filing or expired COP/COC prior application, shall have a surcharge or penalty imposed of P500.00 per certificate. However, due to the pandemic the subject penalty is presently deferred pursuant to MARINA Advisory No. 2021-27

MARINA are no longer accepting application for Accreditation of Supervisor as, “The Training Manager (TM) or Training Director (TD) shall assume functions of supervisor and does not require accreditation from MARINA.”

Walk-in applicants may proceed at the Accreditation Division-STCWO, 6th Floor, MARINA Central Office Building without the need to set an appointment prior to visit. However, they shall adhere to the existing guidelines and protocols of IATF and MARINA in relation to the pandemic situation.
- Proof of successful completion of the approved I.M.O. Model Course 3.12 (Assessment, Examination and Certification of Seafarers)
- Proof of any of the following:
- Approved seagoing experience relating to the task
- Approved training and issuance of COC and/or COP pertaining to the task and refresher /updating training
- Have gained practical assessment experience by accomplishing Practical Assessor’s Experience Log (PAEL, Annex 3 of STCW Circular 2014-04) for an aggregate period of at least twenty (20) hours conducted on at least ten (10) separate assessment days under the supervision of an experienced assessor.
- If conducting training using a SIMULATOR, shall have proof of the following:
- Have gained practical assessment experience on the particular type of simulator being used by accomplishing Simulator Practical Assessor’s Experience Log (SPAEL, Annex 1 of STCW Circular 2014-04) for an aggregate period of at least 20 hours conducted on 10 separate assessment days under the supervision and to the satisfaction of an experienced assessor with the use of simulator. If conducting using different types of simulators, must accomplish separate SPAEL for each type of simulator.

The MARINA Integrated Seafarers Management Online (MISMO) System, an Online Appointment System, unifies all the existing information systems being utilized by the different Divisions of the STCW Office. With the government’s need for interoperability across its agencies to deliver better services through technology, the MISMO is intended to institutionalize a highly efficient information system for Filipino seafarers serving the global Maritime Fleet.
